Consolidated Revenue Bill: A Game-Changer - DSIRS Chairman Ighrakpata

The Executive Chairman, Delta State Internal Revenue Service (DSIRS), Hon (Chief) Solomon Ighrakpata, has described the assent to the Delta State Revenue Service (Consolidated) Bill, 2026 by the State Governor, Rt Hon Sheriff Oborevwori, as a landmark and forward-looking decision for fiscal governance in the State.
Reacting to the development in Warri yesterday, Ighrakpata said the new Law is a game-changer that will fundamentally reposition revenue administration in Delta State.
"On behalf of the Board, Management and Staff of the Delta State Internal Revenue Service, I sincerely commend His Excellency, the Governor, for assenting to this all-important Bill. This is a bold and visionary step that demonstrates his commitment to fiscal reforms, transparency and economic growth”, he said.
The DSIRS Chairman noted that the Law, which seeks to harmonize revenue administration and collection, eliminate multiple taxation and provide a clearer, more efficient revenue framework, will address age-long challenges in the system.
"For too long, businesses and taxpayers have complained about multiple taxation and overlapping levies. This consolidated framework has now put an end to that. It provides clarity on who collects what, how it is collected, and ensures that all revenues are channeled through a harmonized system", Ighrakpata stated.
The former lawmaker who represented Uvwie Constituency in the State Assembly, stressed that beyond revenue generation, the Law promotes fairness, transparency, ease of doing business and investor confidence.
"A modern revenue system must not just collect money, it must collect fairly and efficiently. This Law will improve compliance because taxpayers can now predict their obligations, it will block leakages, and it will create a business-friendly environment that is critical to the M.O.R.E Agenda of His Excellency”, the DSIRS Boss added.
Hon Ighrakpata assured Deltans and the business community that the DSIRS is fully prepared to implement the Law with professionalism, technology-driven solutions and respect for taxpayers' rights.
"This is a new era for revenue administration in Delta. We will engage all stakeholders, MDAs and Local Government Councils to ensure seamless implementation. Delta is open for business, and this Law proves it," he said.
The DSIRS Chairman commended the Delta State House of Assembly under the leadership of Rt Hon Emomotimi Dennis Guwor, for the diligent legislative work on the Bill and for strong partnership with the Executive in moving the state forward.
