Delta SUBEB Trains Quality Assurance Officers to Strengthen Basic Education Standards

To strengthen quality assurance systems and improve learning outcomes in public basic schools, the Delta State Universal Basic Education Board (SUBEB) has commenced a three-day Master Training Programme for Quality Assurance Officers drawn from the Board's headquarters and the 25 Local Government Education Authorities (LGEAs).

The training, holding from September 28 to 30, 2026 at the SUBEB Headquarters Main Hall, Asaba, is organised by the Department of Monitoring and Evaluation and themed: "Train the Trainers: Building the Capacity of Master Trainers for Effective Quality Assurance Practices at the State and LGEA Levels."

The programme is designed to develop a pool of master trainers who will strengthen quality assurance practices across the State by cascading knowledge and best practices to other education stakeholders.

The objectives of the training include strengthening the capacity of master trainers, promoting professionalism in Quality Assurance (QA) practices and procedures, and building a community of practice for effective monitoring and evaluation of schools.

Participants are expected to make presentations at the end of the training, after which those who demonstrate the required competence and mastery of quality assurance practices will be selected as master trainers to cascade the knowledge and skills acquired to other education stakeholders.

Speaking at the commencement of the training, the Executive Chairman of Delta State Universal Basic Education Board (SUBEB), Hon. Samuel Mariere, represented by the Director, Monitoring and Evaluation, Mrs. Demes Omoniye, said the programme reflects the Board's commitment to delivering quality basic education through effective monitoring, accountability and continuous improvement.

He noted that with stakeholders increasingly demanding higher standards, transparency and measurable results, quality assurance has become an indispensable tool for achieving sustainable success and maintaining public confidence in the education system.

Hon. Mariere said the workshop also aligns with Governor Sheriff Oborevwori's MORE Agenda, which places high priority on improving the standard of education in Delta State through strategic capacity building and institutional strengthening.

He commended the Universal Basic Education Commission (UBEC), the facilitators and support staff for their commitment to strengthening quality assurance systems in basic education.

A UBEC representative and facilitator, Dr. Julius Adedoja, said the training was designed to deepen participants' understanding of quality assurance and prepare them to serve as master trainers at both the State and LGEA levels.

He emphasised that effectiveness and efficiency are fundamental to successful programme implementation, stressing that anyone aspiring to become a master trainer must possess sound knowledge and mastery of the subject.

“For you to be a master trainer, you must be qualitatively sound. If you want to be a master, you must master it all,” he said.

Dr. Adedoja described effectiveness as the ability of a process or action to achieve its intended purpose.

Another UBEC facilitator, Mr. Vincent Egwuzoro, urged Quality Assurance Officers to look beyond schools' examination records when evaluating learning outcomes, noting that results alone may not accurately reflect what learners have acquired.

He encouraged officers to interact directly with learners during school visits and assess broader indicators of learning, including communication skills, values, participation in co-curricular and extracurricular activities, respect for rules and regulations, and their ability to understand and adapt to their environment.

Other dignitaries present during the workshop include the State Coordinator of the Universal Basic Education Commission (UBEC), Mrs. Sharon Dafiluelo; Director, Academics, Mrs. Francisca Okpeh; and Mr. Kester Ossai.
