Delta Assembly Resumes, Receives 13th-Month Salary Bill

The Delta State House of Assembly has resumed plenary after its annual recess, with Governor Sheriff Oborevwori forwarding a bill seeking the enactment of a law to provide for the payment of a 13th-month salary to eligible public servants in the state.

The bill was contained in a letter from the Governor and read before the House on Wednesday by the Speaker, Rt. Hon. Emomotimi Guwor, who presided over the plenary.

According to Governor Oborevwori, the State Executive Council had approved the payment as a welfare initiative designed to boost workers’ morale, productivity and overall wellbeing.

The proposed law seeks to establish a legal framework for the payment, with the 13th-month salary equivalent to one gross monthly salary for eligible public servants.

The Governor urged the lawmakers to consider and pass the bill into law.
Also forwarded to the Assembly were bills seeking amendments to the Delta State High Court Amendment Law, 2023, and the Delta State Customary Court of Appeal Amendment Law, 2001.

Governor Oborevwori said the proposed amendments were aimed at strengthening the administration of justice in the state.

Under the proposed amendment to the High Court Law, the number of judges in the Delta State High Court would increase from 45 to 50, including the Chief Judge, while the number of judges in the Customary Court of Appeal would rise from nine to 12.

The Governor said the proposed increases would enhance the effective and efficient administration of justice in Delta State.

Meanwhile, Governor Oborevwori has nominated Mr. Emasogbe Matthew Oghene for appointment as the Auditor-General of Delta State following the retirement of the former occupant of the office.

The Speaker directed the nominee to submit 35 copies of his curriculum vitae to the Office of the Clerk on or before Monday, September 7, 2026.
The nominee is expected to appear before the House for screening on Tuesday, September 8.

In another development, Governor Oborevwori informed the House of his intention to proceed on a two-week working leave beginning Monday, September 7, 2026.

The resumption of plenary marks the return of legislative activities in the Delta State House of Assembly after the annual recess, with the 13th-month salary proposal expected to attract considerable attention as lawmakers commence consideration of the Governor's bills.
